India Infrastructure Report 2004: Bringing About Value for Money

The 3iNetwork (consisting of Indian Institute of Management, Ahmedabad, Indian Institute of Technology, Kanpur; and Infrastructure Development Finance Company, has been bringing out the “India Infrastructure Reports”. Published by Oxford University Press, New Delhi, these reports have had wide readership especially among policy makers, and  have also found use in teaching and training programmes in infrastructure development and financing through the country.  The past three reports have covered the themes of  market structure and regulation, governance for commercialisation and public expenditure allocation and accountability.  The India Infrastructure Report  2004  (IIR2004) will address the  theme of ‘bringing about value for money in infrastructure services’, that inter alia includes: (i) Initiatives by governments, its parastatals and individuals within government and in organisations concerned with public infrastructure to improve expenditure and  budgetary processes, contracting, procuring goods and services related to infrastructure, reforms both sectoral and administrative that has bearing on infrastructure sectors.  (ii) Privatisation, decentralisation, the granting of significant autonomy to state owned enterprises; (iii) private finance initiatives (PFIs) and more generally cases of public private partnerships. (iv) Developments in the management of government finances, and in the regulation and management of markets that improves the prospects of raising long term finance; (v) initiatives of leadership both attempting to bring about change and directly and ‘in the system’; (vi) Particular programmes of the government that ostensibly hope to improve the situation with regard to infrastructure. The report would also cover (vii) current constraints, including those emanating from policy, pricing, subsidies, the legal system and the system of administration and governance, that have withheld the healthy development of infrastructure in India.

The sectors of physical infrastructure viz –power, water, irrigation, telecom and internet services, transportation, ports, roads, pipelines, municipal services including water, roads, lights, sewerage and sanitation, commercial energy rural infrastructure would be covered.

The 3iNetwork invites scholars, academics, policy makers and practitioners (particularly civil servants, NGO staff,  and developers) to  write /provide information for the IIR2004. The focus this year will be more on case studies and analysis of micro-experience. This is not to exclude analytical articles that bear on crucial issues in infrastructure related to the theme. Please do mark the mail /letter as IIR2004. There is a modest honararium in lieu of royalty that would be paid by the sponsors –the IDFC.  The basis for selection would be the depth of the analysis, the topic covered, and the information provided depending on the context. The basic idea in the reports and in the activities of the 3iNetwork is ‘to lead intellectual capital into infrastructure’.  To get a better understanding of the kind of issues and topics that we have been covering please do visit the websites : www.3inetwork.org  ; and  www.iimahd.ernet.in/~morris/IIR04.htm   and follow to the portions on the IIR. You may also ask for an emailed copy of the relevant papers that describe the theme.  Draft  papers are accepted until June 13th 2003 and final papers before 15th  August 2003. Acceptance of proposals automatically invite the the authors to be part of the 3iNetwork and the team for the IIR2004, and are encouraged to participate in a two day ‘Writer’s Workshop for the IIR2004’ at Mumbai on June 15th and 15th.
