Ankit Sharma sent me detailed short selling restrictions from various countries around the world. I have summarized the picture as follows:

• Short selling (naked or covered) prohibited in all stocks: Australia
• Naked short selling prohibited in all stocks: Switzerland
• Short selling (naked or covered) prohibited in key financial stocks: UK, US, Canada, Ireland
• Naked shorting prohibited in key financial stocks: Belgium, France, Germany, Luxembourg, Netherlands

Needless to say, this is a crude summary which glosses over exemptions and a lot of fine print.
