S K Nanda was evaluating the performance of the exercise on modernizing the Fair Price Shops (FPS) in Gujarat as a Principal Secretary, Civil Supplies, Government of Gujarat. He had undertaken an initiative to make FPS as the major retailing arm of the government. With 16000 outlets in the state, it was by far the largest chain of stores that reached the grassroots and population that was not being serviced by any properly organized system. The exercise that started in 2004 had been implemented to 4000 outlets across the state. The results were positive but all FPS store were not performing as expected. Nanda was pondering over the report that was indicating some of reasons. Also, he was due to be transferred to another department and hence he was also evaluating the sustainability of the changes brought under the scheme.

SEWA is a large women based organization that has been empowering women through making them self reliant. As a new initiative, it has taken up ICT to empower them. The case describes the genesis of the organization and the initiatives. It explores the process that SEWA followed for designing and implementing the programme. The infrastructure, technology and capacity building efforts have been detailed. After an initial successful effort, SEWA is now contemplating the need to improve the management and efficiency of institutions like CLC. Cost-related issues hindered adoption of expensive equipments in the village setting. SEWA was also pondering about the need to have financial sustainability at different levels while ramping up the ICT operations.

Dainik Bhaskar group is one of the largest newspaper groups of the country. The case describes their strategy and its implementation for entering Gujarat with a Gujarati newspaper. The context of a duopolistic and largely saturated market had foiled attempts of several other newspapers. The case describes in detail the media scene and the profile of the market. Divya Bhaskar used an innovative entry strategy that included a research with a sample of 3,25,000 households. The launch was extremely successful. Divya Bhaskar became the second largest read newspaper on the day of its launch. While the readership has been maintained, about a year down, on evaluating their advertising revenue they find that they need to develop a strategy for enhancing their performance.
