Computerized Inter State Check Posts System of Gujarat Government (India)

This study examines the benefits of the Computerized Check Posts System and the impact on transporters, truck drivers, RTO inspectors and other government officials. The questionnaires for each category of stakeholders (truck drivers, transporters, RTO Inspectors, industry, government officials) were designed and pre-tested through an exploratory visit to a computerized check post. CEG visited four check posts and administered the questionnaires to truck drivers, before and after leaving the check post. RTO Inspectors, transporters and industry formed the rest of the respondents of the questionnaires. The qualitative and quantitative data collected through the survey has been analyzed and compiled into a report.

CEG has developed a research methodology for this evaluation. Separate questionnaires for users, non-users, kiosk operators (called ‘soochaks’) and government officials have been designed. These questionnaires were pre-tested in Dhar on a small sample of respondents, in an exploratory visit to Dhar, by the CEG team. The team carried out data collection and qualitative survey by traversing the length and breadth of Dhar district and interviewing a cross-section of society, for a week. The data (both quantitative and qualitative) so captured has been analyzed and the findings compiled into a report.
